The Office of the Ombudsman Field Office No. VI conducted a five-day Integrity, Transparency, and Accountability in Public Service training for all Central Philippines State University key officials and regular employees.

The members of the administrative council, including the top management, campus administrators, college deans, office directors, and office heads, as well as the regular teaching and non-teaching personnel, assembled in the campusโ€™ Accreditation Center for the training sessions held on July 22-23 and August 5-7, 2025.

Officers from the Ombudsmanโ€™s FO VI Public Assistance Division presented four modules with well-balanced expertise and humor, all designed with the objective of having the attending civil servants recognize the scope of accountability for public servants, ultimately leading to a corrupt-free bureaucracy.

The Ombudsman resource team, composed of Ms. Evangeline G. Nuรฑal (Graft Investigation Officer I), Mr. Donald U. Badoy (Associate Graft Investigation Officer I), Ms. Maria Luvilla Gaurana (Associate Graft Officer II), and Ms. Abigail R. Tan Yau (Associate Graft Officer I), expounded on the four ITAPS modules.

The discussions covered Modules 1 to 4, titled Understanding Corruption, Upholding Accountability in Public Officers, Penalizing Corruption, and Internalizing Integrity in Public Servants, respectively, while the CPSU personnel listened attentively and participated actively.

CPSU President Dr. Aladino C. Moraca led the attendees in the Oath for ITAPS Graduates, where trainees vowed to render public service with integrity and to practice zero tolerance for corrupt practices in serving the country.

Each ITAPS training session lasted more than eight hours, which allowed trainees to contribute insights on relevant issues in public service by participating in small group discussions and sharing their consolidated answers to the well-designed activitiesโ€”providing opportunities for introspection on concerns that often hover by a thin line between self-interest and public interest.

โ€œThese eight hours might make the difference in how we serve,โ€ said Vice President for Administration and Finance, Engr. Marc Alexei Caesar B. Badajos, PhD, inspired the attending CPSU personnel to value the training delivered by the esteemed Ombudsman resource team.

Facilitated by CPSUโ€™s Human Resource Management Office, headed by Ms. Shenna Mae Z. Tanilon, with the active support of the top management, the ITAPS training is part of the universityโ€™s long-term moral recovery program.

This targets the development of the critical mass of the employed populace to actively uphold a culture of non-tolerance toward graft and corruption in the university as a state-sponsored workplace.
