The Deed of Usufruct for the new City Disaster Risk Reduction and Management Office (CDRRMO) Training Center and Substation was officially signed by the Central Philippines State University (CPSU) and the City Government of Kabankalan last March 18, 2025.
Held at the Barracks, Crossing Taroc, Barangay Camingawan, the agreement was signed by CPSU President, Dr. Aladino C. Moraca, Kabankalan City Mayor, Hon. Benjie M. Miranda, and was witnessed by CPSU Attorney IV, Atty. Racel D. Malalu-an, and on behalf of (Brgy Camingawan Chairman) Hon. Rico Regalia, by Mr. Allan Posadas.
The usufruct agreement grants the use of two-hectare land at the Barracks, Crossing Taroc, to be dedicated to the establishment of the new CDRRMO Training Center and Substation which will be a facility for CDRRMO personnelโs disaster response training.

The generous donation of the two hectares of land in Barangay Camingawan by CPSU will serve as a foundation for the establishment of a state-of-the-art training center and DRRM substation,โ said by Mr. Glyn Heagan, RN/LDRRMO I-CETS.
Its strategic location is also perceived to be instrumental in facilitating quick emergency and disaster response and promoting efficient and effective management in Barangay Camingawan and nearby areas, addressing medical and emergency response concerns in Camingawan being nineteen kilometers away from the city proper.
President Moraca stated that the DRRM training center within the Main Campus will serve not only as a potential training ground for criminology students, providing them with richer learning experiences in disaster preparedness and response to more effectively serve the country in their chosen profession, but to also inspire better risk awareness and preparation in the community.
The event was a testament to a strong community participation with CPSU key officials, CPSU DRRM headed by Director, Dr. Alejandro E. Nalagon, College of Criminal Justice Education (CCJE) students, Community Rescue and Disaster Emergency Service (COMRADES) members, and Red Cross volunteers who attended the agreement signing.
